you have a printer with a bed level function. what slicer do you use?
there should be an option in most slicers to add a line of code. There should be options to modify your printer settings, and in those settings or text box add the lines:
G29
M420 S1
basically they level and save the bed leveling settings to your machine. I'd recommend running the Gcode at every print if you have a removable build plate.

Rotate it by 180° and test again.

Other side doesn't stick -> clean the PEI sheets with soap and water

same side doesn't stick -> bed leveling

The Declaration of Independence, once the charter of democracy, begins by saying that certain things are self-evident. If we were to trace the history of the American mind from Thomas Jefferson to William James, we should find that fewer and fewer things were self-evident, until at last hardly anything is self-evident. (G. K. Chesterton - Aug. 14 1926 (The Illustrated London News))

I have an Ender 3 V2, and I installed a 2nd Z Axis Motor. I think I got the Z offset correctly calibrated, but the right side isn't sticking. I've done the auto leveling a couple times, but do I need to do a manual leveling? Or could something else be the issue?

First tram the bed, then heat up the bed and wait until its fully heated. You can enable bed leveling mesh with M420 S1 in your start gcode after G28 (home). You don't need to run G29 each time (unless you want to). Might be useful if your bed is changing a alot or you're doing long prints. I would tram the bed before using the printer every time.
