PC keeps rebooting loading into Windows

Fairly new build, it keeps restarting when loading into Windows. But not like it powers off and on, it just goes black and starts loading again, no hardware indication. It also sometimes shows the "It looks like Windows hasn't loaded correctly" blue screen, but I assume that's just because it keeps shutting off. It used to happen way less frequently, never happened when I first built it and set it up, and for a it while stopped, when updating Windows, but now you can barely log in before it goes black. 

 

This only happens when loading into Windows, if I go into bios it never shuts off. I also did a memtest to see if it was faulty ram (it wasn't) and it never shut off. But it also won't let me reinstall windows or a different version of windows, because it does shut off then. 

 

Also having issues getting more info like specific Windows version and the dump for crash reason, because it doesn't last that long.

What could be the issue here? Did I mess something up building it, faulty part, software issue? Any suggestions on what I could try are appreciated.

It is not a hardware issue if you can boot into the Bios. 

Boot into your USB Flash Drive Windows Installer 

Choose your Language, then choose Repair Your Computer

Choose Troubleshooting/Advanced.

First try a Startup Repair. You can also try a System Restore.

You can also load an Image file, if you created one.

Or you can run some commands in the Command Prompt.

It still keeps shutting down when in the usb installer, can't do anything.

If you can boot into the Bios, then insert the USB installer and start the computer pressing F12 continuously.

Choose the Flash Drive to boot from.

 

If all fails, unplug ALL Internal and External drives, Remove the NVME drive. If you can boot into the Bios, then there is nothing wrong with the other hardware.

Try booting off of the Flash Drive. If that works, shut down and install the NVME and boot off of the Flash drive. If this fails, you know there is an issue with the NVME.

I replaced the disk, and it still doesn't work. Again, it works completely fine in bios, but now almost instantly after saving settings it shuts down/gets stuck in reboot loop. Now it also sometimes makes a pop sound when it shuts down.

There is a hardware issue.

Remove all non essential hardware. (Ie) unplug all internal and external drives. Remove all but one module of RAM. Remove GPU , use onboard HDMI

Making a "POP" Sound is really bad. Where is the sound coming from? Possibly PSU, put your ear to the back of the computer. If so, then replace PSU.

I don't think the cpu has integrated graphics, so I can't really remove the gpu, right? Tried everything else, still no difference. I believe the pop sound is coming from the monitor.
