Can't update Intel GFX driver

Driver won't stay updated. No matter how I've tried to update it, and delete old drivers, it always reverts to this driver. I did try extracting the driver from the exe installer. Arc believes this is "Up to date"

I've tried Display driver uninstaller in safe mode, and use the terminal to delete old drivers. Windows is set to not auto update and neither is Arc Control. After two restarts of the computer, any intel graphics driver installed will be reverted.

I'm out of ideas. This old driver does have performance issues. Causes Warthunder to crash, for instance.
