So will you be recording an external source like a console or are you streaming the games you are playing on the pc directly? Because for streaming content on the pc directly you do NOT need or even want a capture card.

Any reason for the multiple nics?

What is the EXACT usecase for thunderbolt? Desktop and laptop thunderbolt is VASTLY different so depending on usecase it may not work at all, other add in cards are needed or a better solution is available.

For a 750-1000£ budget the thunderbolt, high speed nic, many usb 40gb/s ports basically destroys the budget as that is for motherboards that will easily take up 1/3 of the budget if not more + add in cards needed.

This means that you wont end up with a good pc for the other usecases. So we need to know what exactly you need those usb 40gb/s ports for, thunderbolt, 10gb nic, 6 sata,... as that will also influence much of the other parts.

Cheaping out a bit takes you under £1000. Not sure if worth it though.

What camera? A lot have video capture over usb function built in no need for a dedicated card.

Windows doesnt really do that. This is adding A LOT more complexity for almost no benefit if it can even work.

This will cost FAR more than the whole pc. Those docks, long range thunderbolt and all that cost A LOT of money. The far cheaper and also usually more stable way is to just run the needed display cable(s) and a usb cable for peripherals.

Genuinly one of those thunderbolt fiber things is 500£+ for a older unit.

@Jeppesfirst build is a good system to go with.

Id say start with that, start yout hobbies and see if streaming catches on before spending too much.
