Budget (including currency): 4000-4500$

Country: usa

Games, programs or workloads that it will be used for: AI and ML projects and gaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

I'm looking to build a PC that can handle personal AI and machine learning projects, as well as school assignments related to these fields. Don't want to use any of my previous parts as i am giving it away to my brother. I need 4090. I also need at least 96gb ram preferably 128GB. I can add more nvmes later on when i have more money to spare. I am going to run the gpu for a lot of hours, sometimes 24x7 on some weeks. Thank you.

Undervolt the GPU, like 30% power difference for 2% of the speed

Might want a seperate gaming rig depending on how much your workloads benifit from multi gpu tons of ram or even tons of cpu cores

If you have a use for 256gb+ ram and your workload scales with multi gpu alongside either doesnt care that much about the cpu or benifits with 16+ cores might wanna consider amd epyc since you can get a 64 core 7763 or equivalent for ~1000$ on ebay and ecc ddr4 is cheap so you can buy loads of it and there are 8 channels after all so plenty of ram slots to put rams in alongside the 100+ available pcie lanes so if you really want to run 4+ gpus you can

if you use ethernet, you can remove the wifi card. The monitor has speakers included, and you can run a cpu without integrated graphics to save on the cost.

Isn't such a CPU a bad recommendation given the current Intel issues?

Also, Intel currently lacks AVX-512, which is really useful for some numpy stuff.

Also also, AFAIK intel has issues running 128gb+ DDR5 RAM.

I'd just go with a 7950x and 192GB 5200MHz of ram, or just straight into a Xeon WS/TR/Used Epyc as said above.

Did AMD get the scheduling issues worked out yet with the 7950X?

Hello... I'm sure I can help you here. I have put together a PC Build List here for you that will allow you to do all your tasks and much more.

It features an Intel Core i9 13900K. I chose this over the 14900K because there is almost no difference between the 2 and I also went with the "K" Version for the Integrated Graphics. I think this will be important to you for your work.

It mostly has an all Blacked Out Color Scheme and has an MSI Theme for better Compatibility. The only RGB should be the Motherboard and the GPU Sag Bracket in the Case. It's loaded with extra Fans so adding more won't be necessary. Included with this Build is a CPU Thermal Frame. This will allow the PC to lower Temps as the i9 CPUs do get really really HOT!!! But with this it won't be an issue and I threw in some Thermal Grizzly Thermal Paste to use, please don't use any Paste that comes with the AIO weather it's in a Tube or Pre-Applied.

I made sure it has 192GB of RAM at the proper Speeds of 6000MHz CL30 for the most Stable XMP Config. I also added in a 4TB M.2 Drive that has 4GB of Cache for quicker access to your files and while using different programs.

I could go on and on about this PC but have a look and let me know what you think. I kept it in your budget as best I could.

I have been building PCs for over 30 years so if you have any questions please ask. For Future Communication I use Discord for much Faster Response Times as I have it open 24/7. Which scheduling issues? Aren't you talking about the X3D model?

Intel and 128gb+ of ram do not work well, and i guarantee you it won't work at all with 6000MHz.

As I said before, it also lacks AVX-512, so it's not really a good option.

That's really old and afaik has been resolved already. Also irrelevant when it comes do AI stuff, but might be relevant to OP since they mentioned games nonetheless.
