So, I have a 1tb hdd that I have been using for about 4 years and it has started acting up. It makes no special noise and the tests all came good (like S.M.A.R.T). Just the useage suddenly jumps up to 100% and response times reach to 8 SECONDS (YIKES). I restart the PC to no avail. I have to enable hotplugging and disconnect the hdd while the pc is running to get it back to normal. Does someone know the cause behind this and a permanent solution?

Disk is possibly very fragmented and needs to do a lot of searching to do anything at all? Try to optimise and defragment your HDD, it might help some

Try a different SATA cable and port. If that doesn't help it's probably the disk having issues.

Ith defragments and optimizes every week.

The sata cable isn't an issue, as I just replug the power cable to fix it.

that sounds like the behavior i see on very high seek error rate drives.
