First - bottleneck 0% is impossible.

What's your CPU and GPU. And even if the CPU and GPU are known, it all depends on the use case and the games you play.

You've got this backwards. The CPU's job is to provide the GPU with data to render, if its fast enough and the GPU is lower end this won't be a problem and the GPU will easily be able to work at 100% (which you want). The CPU not working at 100% is a good thing. The worry is about bottlenecking the GPU, not the other way around.

 

There is a lot of nuance to this and hardly anyone understand it. You'd do better to just enjoy gaming and stop worrying about it.
