Are AMD GPU drivers still bad?

Well, for extra VRAM, that is actually quite a niche requirement
Bigger VRAM surely helps for loading higher quality graphic setting, but it doesn't matter if the compute cores are not enough to process it to high FPS counts
That's why NVIDIA insists on "barely enough" VRAM, especially on the entry line up such as RTX 4060, cause the compute unit is so minimum, that it wouldn't need excessive 16GB of VRAM compared to RX 7600 XT
With that said, it doesn't mean that VRAM is not important, it's just NVIDIA is intentionally cut some corners on the lower line up to make the RTX 4090 24GB VRAM very desirable (for upselling purpose)

Yup, that's AMD strategy since the beginning. Knowing that they can't beat NVIDIA in AI related features, AMD undercut the price of their GPU compared to NVIDIA, and focus on the segments that they are really good at, which is gaming.
I have been using my RX 7900 XT for a year now, it is really great experience for gaming. My disclosed frustrations for me to use, is FPS counter overlay that doesn't work on last year's driver, and experience playing "Fallout: New Vegas" (after watching the TV shows, I really have an urge to play that)
Somehow, I can't load the game with 2024 version of the driver, and I have to reroll to 2023 version of the driver in order to play it. To be fair, it's probably the developer's problem not optimizing the game years ago and abandon it.
For productivity side, AMD Radeon shouldn't have any big issue, the only difference to NVIDIA is that the CUDA cores is so well-optimized by the video editing app developer, it will have shorter rendering time.
So if I have to choose between RX 7800 XT and RTX 4070 (assuming it's the same price), I will take RTX. 12GB vs 16GB is not a game changer, 6GB to 8GB is a huge improvement since 6GB is barely minimum nowadays. And RTX is practically versatile for gaming and productivity, so it fits on your use case
