Laptop must be powered 3 times before it boots up???

Wag1 mates, my friend has some sorth of HP laptop and hey complained that the pc dosent just boots up immediately after power on but rather you must do it 2, 3 or even more times before it boots, at first if you press the power button the screen lights on then off.

 

I didn't grab the specs but hey did a system reset. I asked him to install cristal diskinfo to see if there is any issue but absolutely not, perhaps some of you might have an idea or something that could help with this issue.

 

Anything would help

Is the laptop's battery working? When my Asus laptop loses battery power and the charger isn't plugged in, it will do exactly what you said 3 times, then boot up on the 4th try.
