Idle Temps at 60 degrees with NZXT Kraken WC

Hi guys I have question, but first here are my specs for my PC: Ryzen 7 5800x, 64gbs ddr4 3600mhz, RTX 4070, Pystar 1000W PS, 360mm NZXT Kraken. For some reason i've been having Idle temps at 60-65 degrees and I just applied new thermal paste too and it still remains at those temps with a 5-15% load. Is this an issue with a BIOS feature or can it do something with the cooler. I cant find the issue and I would love the help or an idea what's the issue.

Did you fully tighten down all 4 screws?

Adding to this. Did you tighten the four standoffs mounted on the backplate? @db_optic

Did you cross tighten the screws to get even pressure?

Yes I did, made sure there isn't any plastic covering the thermal paste.

Another note, everytime I run task manager, my temps go to around 40-45 degrees. It’s a little odd
