CPU very hot at idle

I have a Ryzen 9 3900x and I just fully reset my PC in an attempt to fix this overheating issue. I had an ID cool AIO and yet it was at 70 C at idle. So i popped the stock cooler back on to see if it was the cooler that was causeing the issue but it continues to be at 69-70 C at idle.

Your AIO  seems dead, and the stock cooler seems badly installed...

I have to ask only because I've taken this for granted before and been burned, how are you verifying the idle state? You aren't doing anything or have you actually verified absolutely nothing is running and (at the very least) Task Manager is reporting 1-3% usage?

Good point.  Many people assume idle is THEM not using the machine, whereas Windows (or any OS) can be doing quite a lot even with the user downstairs eating dinner.

I went into task manager and under details, the only thing running more than 1-2% was the idle system process. I fixed it tho I got rid of the idle system process that was showing my CPU at 100% usage and its back to normal temps.

yea but the only thing using cpu was idle system process which is always running

If the AIO uses a 3-4pin fan header exclusively, its always possible that the default fan curve at low usage is below what keeps the pump running.

 

If its only using a 3-4pin header and doesn't have a SATA power cable as well, then operating at 20-30% at low usage might prevent the pump from actually causing fluid motion.

 

I couldn't tell based on photos because the 1st party photos of AIOs always photoshop out the block's cables and reviewers don't seem to care enough to provide that information.

I've had a crusade against AIOs with SATA power headers since I stopped using SATA and SATA power cables way back in 2015.

 

EKWB being at least one company I know that doesn't, I think Artic too. I'm having a difficult time recommending EKWB though given the recent GN investigation (not to derail post though).

who said it was half load? I said Idle System Process was the only thing running at 97ish % but that always runs showing how much of your CPU isn't being used

Its a 3 pin connector and I got fan speed  app to put the pump on a higher voltage

It should let you set it to pump or like 80% in the UEFI. Its always possible its not running at a high speed which is preventing proper circulation under low load if its a 3 pin.
