my laptop might not be using full ram

It just doesn't need all of the RAM right now, but if you look at the lower diagram, the "unused" RAM is actually completely filled with cached files (they are not in use right now, but they allow programs to launch faster when you open them. If the space they occupy is needed, they "give up" that space.).

 

In short: Everything is fine.

i recently swapped my 4gb  laptop (Yes,they exist) to 8 gb sodimm stick. but my ram usage always hovers around 54-55% is it not using it fully? how can i enable or disable it?

your laptop will only use as much ram as the system thinks is required, cached or otherwise. have you tried looking at your ram usage while in a game or similar load? you'll probably see the ram pick up.

i think it could also be reserving some for their intel graphics

From what I can see, not much. Probably something in the neighbourhood of 150-200MB.

Edit: I was right, 185MB are hardware reserved, I didn't see that at first.
