Youtube website offline downloads slow - possibly due to low hardware utilization

Anybody else finding the Youtube offline download feature on PC/Mac (Youtube.com) to be very slow?

 

It's not even remotely maxing out neither my CPU, multi core or single core, nor network connection.

 

It also only supports downloading 1 video at a time, and only up to 1080p video quality for offline downloads.

 

It works a lot better and faster in the Youtube mobile app, but then why is it so much worse on Youtube.com?

Downloads at 300Mbps here.

Probably depends on what servers/peerings they have at your location and how much load there is on them.

 

Rest is just choice on their part, only they would know why they did those.
