Should i remove the black rubber band under ssd heatsink ?

No, that's part of the heat dissipation. It's a thermo-pad (not rubber!) that conducts heat from the M.2 drive to the mainboard so it's easier to dissipate.

Hi , i'm installing a m.2 ssd first time ever on my new mobo gigabyte b650m ds3h. Should i remove the black rubber band under ssd heatsink ? Seems like it has some kind of adhesive.

There is a thermal pad and usually a plastic protective. You must remove the plastic cover, but the gooey thermal pad is meant to help.
