Constant stuttering while playing

Hello, glad to join.

I'm encountering an issue with my computer while playing GTA V online/Rage MP/FiveM. Despite having all settings set to low and a resolution of 1440x1080, I'm experiencing constant stuttering, even though the FPS remains above 60-70.
What steps should I take to address this?

Processor: Intel Core i5 3rd Gen 3470 3.2GHz
Graphics Card: NVIDIA GeForce GTX 950 2GB
RAM: 8GB DDR3 1330MHz (2 different sticks)
Storage: 1TB Lexar SSD

What is your 1% low fps, while fps can be above 60fps, it can take dips down and feel stuttery, the 1% lows are the lowest the FPS dips to basically, also what are your %utilisations for your components in task manager when playing, id wager your RAM is quite full and your GPU is maxed out with your CPU close

what about vsync? are you able to use fastsync?

This may be fine for vanilla GTA V, but not as good for FiveM. Some fiveM servers will make your PC struggle no matter how low you have your graphics settings, because you are just playing modded gta, sometimes with poorly optimized mods that can make a good PC struggle.
