Help with RTX 3060 ti wierd acting

So i got my nVidia GeForce RTX 3060 TI and it does this wierd usage thing where it goes from 0% to 20% and repeat 
the fans spins faster and slower with each one and i gotta ask if this is normal and if not what i should / Check / Do / or anything else
the thing is i dont run anything rn like game or app  ... maybe few apps on backround but nothing serious,

And + my GPU is not stoping its fans what so ever well never so if thats ok too

if it's not overheating while gaming it's fine

try opening task manager, going to GPU metrics you screenshotted,

 

try not moving anything for few seconds, then open/go to your browser, and start moving the window around and see if the 3D suddenly jumps

well for some reason its not doing now but i was before i dont know why but thanks for help
