I want to ask for some help here. Why does VRAM doesn't matter at some games? I'm seeing a lot of videos saying 3060 Ti is much better than a 3060. They also show that 4070 is a 1440p card(I'm a 1080p guy and 1440p monitors here in the Philippines are quite expensive they go up way above 350$) and I'm confused since others also say that 4060/4060Ti is better than 3060/3060Ti. I also want to consider going for 7600/7600XT but AMD cards are rare here. 

I want to focus on 1080p gaming with this setup since this will be my daily driver for gaming and for some work I guess. 

I want to confirm which card should I get, 3060/3060Ti? 4060/4060Ti? or 4070?

I'm sorry if I have a lot of questions. A lot of my previous plan build doesn't go through but I'm really determined THIS YEAR to push this through since my laptop isn't working for me anymore and I don't have a lot of money to begin with.

VRAM matters most in crappy developed games that are released before they have been optimized while peeps attempt to play those games at 4K. Examples would be 'The Last of Us' and that Harry Potter game. Those games are pure crap that suck up VRAM yet seeing how the majority of gamers have the IQ of a potato those games sale bigly. Game at 1080P with a 8GB gpu and you will be fine.

So 4060 should be a good card then? Even though it's found to be a cashgrab card? And also since the 30 series once draws more power, am I right?

You'll be fine at 1080P with a 4060. The other options if you're looking for more VRAM would be the RTX 3060 12GB and the RX 7600 XT 16GB.

already some massive issues

 

rm750e is overpriced and there are better cheaper psus out there like the thermaltake gf1 with a 10 year warranty not a measly 7 year warranry, also the rme has some complaints regarding the loud fan

 

p5 plus depends on how much it costs but get a dram gen3 instead or a cheaper dram gen4

 

12400 makes no sense on the dead lga 1700 platform, gets outpaced by a 5600 at 4.7-4.8ghz allcore due to the 12400 only being able to do 4ghz allcore even if it had better ipc, if you wanna stick to 12th gen then 12600k(f) bare minimum otherwise go used 5600(x) for 70-90$ + used midranger b3/450 like the gaming plus/tomahawk for ~50$ or less

 

gpu wise id reccomend a used rx 6800 xt as theyre around the 300$ mark but if you prefer nvidia theres also the 3080 around the 350$ mark, about the same performance wise just that the 6800xt has more vram and the 3080 has nvidia features like dlss and better rt

well, I might also consider Seasonic GX/PX since their 750 watts psus are around the same price range here.

 P5 plus is around 92USD. Is KC3000 a much better SSD? I've checked the SSD Tier list here and checked that P5 plus is in Lower High-end while the latter is upper High-end. Also, does the Hardware-based AES 256-bit encryption really important for a drive?

I originally intended to get the 12600K but due to budget concerns I've lean towards 12400 then just upgrade to 12600K or 13600K. I also want the integrated graphics for added precaution. Another thing, I've also considered the 7600 since AM5 looks promising when it comes to future proofing but Ryzen 7000s and AM5 MBs are kind of expensive here in the Philippines.

Another note, DDR5 RAMs are crazy expensive here.
