What software for GPU OC is good ?

Cyurrently I use Asus GPU Tweak III but it very buged it never apply memory clock to OC profile after OS boot every time need click manaully as well it apply what ever it want random clokcs, random voltage even graph show everything is fine. Somtime it work fine for few hour than it random apply clock from 2505 to 2565 or even 2580 that make GPU unstable. I set 900mV at 2505 but that app apply random voltage 910mV. I think about MSI afterburner but I not sure if people still use it in 2024 after it not supported anymore and if not couse security risk? I don't know what else can use for GPU OC I have 4070 Ti EVGA done with GPU as well so sad.

MSI afterburner is still going strong and I think it's also still being updated (RTSS definitely still is). I'd download MSI afterburner, I use it and OC'ing/under volting is so easy on it

Yea the last year was big scandal about it and not sure if it supported or can you trust actully now.
MSI is not developer of it and they looks keep it on auto pilot mode now.

I need undervolt mine 4070 Ti and OC memory clock but so sad Asus GPU Tweak is super buged and Asus don't care to fix.

Although none of the parties involved have issued a follow-up statement, a new version suggests that the solution worked and that the problem has been resolved. (For his part, Nicolaychuk has "decided to stop commenting [on] the future of the project publicly.")

This is very old news, as in Jan 2023. Long since been resolved. It seems you're out of the loop but everyone uses Afterburner.

I can't seem to find an article actually confirming they resumed payment, but the assumption is they found a workaround.  I suspect the workaround is to just not say they are, its an unfortunate situation that its just not seen as good to be paying someone in Russia as its indirectly seen as funding their war.

Btw any one know did Nvidia somthing change with 4000 series that now after GPU OC it run all time fixed clock no more boots on top like before had 2080.

Ada/4000 series certainly works differently than generations prior. No longer will the cards just cap out at max power and sit there. Frankly I haven't had a reason to tough the clockspeeds or undervolting, my card runs so cool and quiet stock I haven't felt the need. My old 3090 on the other hand benefited greatly from an undervolt.

4070 Ti use a lot power ~280W while cap at 2505 Mhz, 900mV and increase memory clock from 10500 Mhz to 12000 Mhz reduce power draw average ~100W and it stable no problem and basically no performance lose maybe 1-2 FPS at best. Not even talk that temps with default was ~75C now rare hit 60 even in heavy gaming task.

Looks that MSI afterburner work after PC boot memory clock profile is applied without  any manually click.
