RX 7900 GRE + 7600x

I have a 650w Seasonic PSU. Will it be enough to run these two together? I won't be doing any OC.

Which Seasonic 650W? They made a lot of them of varying quality, some are amazing and some are terrible. If you have one of the good ones, it should be fine, but if not you will likely have issues. Honestly, with a 650W, I'd probably be trying to go for a 4070 instead anyway, though I still would want to make sure it's one of the good PSUs first.

My PSU is seasonic focus px 650w 80 plus platinum. Is it one of the good ones?

Yeah, that's one of the really good ones. You should be fine with the GRE.
