building a budget  system and i need an ssd.

I already have a 500gb hdd, but hdds are slow. Ill use it as additional storage

 

what are the best sata ssds under $20 with the good amount of gb, but also reliable and not slow?

None. Thats too low of a budget to get much more than a cruddy 250gb drive.

Best you can do is some used good old SSD, like crucial M550, mx200, mx300 , samsung 830, 840 pro, etc. 
 

from the new ones, best I can find is

Flash memory got so cheap that making 120gb drives ISNT cheaper than making a 250gb drive basically.

 

You need  slightly higher budget here to buy a samsung 860/870 evo NOT A QVO!!!, MX500 or wd blue

As long it’s good model, and they provide smart data ( crystaldiskinfo ), I see no problem.

 

I would trust good used SSD more than budget new one, but still do make backups.
