Product key for local account?

I currently have Windows 11 Pro activated with an OEM key. In settings-accounts-your info, it says I'm signed in with a Microsoft account. 

 

I'm going to do a clean install of Windows 11 Pro soon, but this time I want to use a local account instead. Can I use the same OEM product key to activate the new local account after installing? My plan is to install without activating and without connecting to the internet, and to activate the local account after setup. Will the same OEM product key work?
