dramless, dram sata3 or hdd?

I have an online friend with a fixed budget/income and he is looking for a third drive.  Currently he is on a sata ssd for OS and a sub-1TB hdd for steam cache etc.

 

I just paypaled him $42 and he is going to put that towards another drive, his PC is a 1660TI and I'd imagine the cpu is around the same time frame.  What would you do to maximize storage if this were your machine?  Adding as little as reasonable to that $42

 

2.5" sata drives are so difficult to sort through because no one wants to say whether they have a dram cache or not.  Longevity and size are the primary concerns but I'm pushing for something faster.

 

*edit: just found out he has a I5 9700 which would almost have to have m.2 so that could be an option

i'd get a used hitachi hdd at least like 4tb

I wouldn't go full on 4tb, maybe 4x 1tb to reduce the chances of failure.

What if used isn't an option?  He has severe agoraphobia plus the money I sent him is in paypal (is sending paypal to someone in person a thing?)

You can buy used online and have it delivered still if thats an option, like ebay or amazon used for example
