Budget (including currency): as long as lower than $1000USD

Country: Merca

Games, programs or workloads that it will be used for: Steam, OBS, Asphalt, Minecraft, really old VM's (minivmac and the like), and maybe emulation?

Haven't seen the private list yet, but an RTX xx60 series GPU is hardly an upgrade over anything...

Quantum has a point, but on the other hand OP isn't really looking to do anything demanding. Low settings and reasonable expectations can lay the groundwork for a banger rig. Especially if they are gonna use iGPU or something old they can scrounge at first.
