New PC build, No power and unsure of trouble shooting steps

Built a PC, and when plugged in, the PC shows no signs of power.
 
The power supply fans do not flutter or attempt to spin, and there are no lights.
-I have ensured the switch is on the power supply is on.
-Checked that the power outlet works.
-Tried to short the power on connection
-unplugged and replugged power connections
-Unplugged and replugged what cords I could.
 
I don't know what to troubleshoot or do next.

You have checked the device-end, but have you checked the connectors on the PSU-end? Specifically that both parts (if there are two parts) of the ATX 20/24 pin are plugged in?

 

Have you checked the front panel connectors are in the right places. Easy mistake to make, with the orientation of the front panel in the manual.

 

It looks like the board is only screwed in, in two places and I can't see the brass standoffs through the unused screw holes, is that intentional?

 

I would not normally connect things like USB headers on a first boot.

1) provide the specifications for the parts

2) it looks like you have not screwed your motherboard into the standoffs if they came preinstalled

3) possible that you do have a dead PSU but you can run the paper clip test to see if the fan spins or if you have a multmeter, test the voltages

The USB header is not fully plugged in, but I doubt that's causing the issue.

The issue is that my front panel is/was plugged into the wrong slot.

 

For this header, it bottoms out as shown with the plastic nub, center top, going all the way, so I can't push it more.
