Like why do you ask if OPs isp is not allowing it?

An ISP can prevent custom DNS depending on how they operate. Link below explains it when a user asked to know due to a custom DNS was not working for them.

I am waiting for the OP to respond as to why they said they can't change it. I don't know what router or devices they might own.  Possibly a home network issue.
