What do you use it for that you would like to run better?

Hello 

I have a HP Z238 workstation which  I am looking to upgrade. 
it has an i5-7500 

8 gb ddr4 dimm ram

1 tb hdd 

256 gb sata ssd

280 watt

 

which New psu and GPU would be best for upgrading this pc?

Budget (including currency): $250 or ₹20000

Country: India 

Games, programs or workloads that it will be used for: 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): i5-7500 8gb ddr4 dimm, 1 tb hdd, 256gb sata ssd, 280 watt psu. Will be playing at 1366x768 at 60hz. I just want to be able to play Fortnite, Valorant, Minecraft, The Finals, etc at medium to high settings at stable 60 fps

I want to be able to play games like Fortnite and the finals and minecraft etc at 1366x768 (native resolution) at medium to high settings at stable 60fps

Another 8GBs of ram and a GPU is really all you can do to this, those HP Z series desktops are proprietary, the PSU you have is most likely the only option for it. You'll need to find a GPU that not only fits in the tower but runs off of motherboard power only, as I don't see a PCIE cable coming off of that PSU.

 

Also there is no need to make multiple of the same topic.

No it has a proprietary non modular PSU

it has integrated graphics  Intel HD 630

$250 or ₹20000 that is the max I can go.

I have plenty of space in my tower and the only problem I am facing is having less wattage and I can’t even power a GTX 1050ti or GTX 1650 (they both take 75 off watts) and since Nvidia recommended at least having a 300 watt PSU

OEM PSUs are usually pretty good, I'd expect it to cope with either of those cards.

 

Be careful you don't buy one which requires a power connector, as some do.

I was thinking of buying a Normal 500 watt psu and using a 24 pin to 6 pin female. I have seen many people doing this to upgrade their workstation’s psu.

 And one more thing should I go for rx580 or gtx 1650, because rx 580 has way better performance but on pc build it shows that it will have 6-7% bottleneck

CPU bottleneck is not important, but unless you're desperate for the performance I'd get the 1650 (one without the power connector), just because the power consumption is much lower and you can likely use one without changing the PSU. There's also the fact that many (most?) used RX 580s will have been mined to death.

Ye, I had also contacted HP and they also said that I can use a GTX 1650 with my 280 watt psu. If I go to change my PSU then I will go for a new RX 580. Since mining is nearly banned in china all the leftover brand new rx 580s are being sold for less than $145.
