Low Gpu and Cpu usage

Hello hope all is well. I built my first rig like a week ago with 4090 and i9 14900k. I'm having severe low gpu and cpu usage. both are not going over 35% in Hell let Loose and R6 Siege. I'm having decent fps in both but no where near what this machine should be achieving. 90-100 FPS in Hell let loose with medium-high settings. Please help!

What resolution and refresh rate are  you playing at?

 

Can you post your full system specs as well please?

I am playing 1440p with 165hz and occasionally 4k with 60hz for single player games such as red dead 2.

RDR2 Crashing a lot. Idk if this is VRAM or just RAM they are referring to when they say memory. But 24 GB of VRAM and 64 of RAM at 6400mhz shouldn't be acting like this. Kind of disappointed after spending around 4k. Power efficiency is updated for higher performance on both Windows and NVIDIA control panel. Something that I do want to add is that this GPU has a screen on it and I chose to display GPU usage on it. Every time I'm on RDR2 it marks 90-98% performance unlike most games, but on the GPU itself it doesn't go above 65%.
