CPU fan sounds louder than usual while booting up is it something to be worried about?

sounds like it went bad. change it out.

when booting most fans start at 100% rpm , then reduce speed when temperature sensors become active. seems your fan at 100% speed is showing that the bearing is bad and needs to be replaced.

One of my crappy oem psus was also making a similar sound

 

Opened it and sprayed abit of lubricant and sound went away though fan didnt move very freely so more of a temp fix

 

 

Can you send a pic of the fan?

also what country?

 

Usually you can find cheap 38mm server fans which should work as a replacement due to the high static pressure, just make sure theyre using a standard 4 pin or your mobo headers can adjust fan speed via voltage

 

If its a downdraft stock cooler just look around for a fan thatll slot in place or just swap the thing outright since they arent exactly expensive (like a $ or 2 for a stock intel fan be it crappy 115x slim fans or beefy 775 copper cores)
