Fan Spin @ Full RPM after some time (No Beep No Screen)

I have a HP 8300 MT with the Q77 Chipset, which supports 2nd and 3rd generation Intel processors.  Sometimes it boots normally,, sometimes it's totally dead. The PSU is good and working, as is the processor (tested).  Possibly a board issue, but this same issue was observed in four motherboards of the same model, HP 8300/6300. Is there a issue with HP or with this chipset, Q77?
