Get a cheapo workstation and slap a GTX 1050 in it or something.

A pure 4 core i5 stutters like mad in all games they expect 6threads +

 

A rx6400 or pcie 3.0 has cruddy performance with stutters too

 

Its gonna be a crappy pc if op goes this route but also not too much better is available except finding an older i7 and jamming some form of gpu in it
