Google is useless, but this forum is full of great minds who have traveled to the realm of the impossible and back. I plan on making the Smallest ITX PC using parts you can swap later. 

If you need help with links to what was suggested, this is what was mentioned in this thread. I found most of these by using the suggestions, highlighting them, right clicking and using the Search with Google option then using the manufactures website to fit cases that might fit your needs.

I know about the ASRock Jupiter X300, but I don't want a custom board and laptop RAM.

If you don't need PCIe slots or 3.5" drives at all, you've basically got your pick of the generic book-size cases that are barely bigger than the motherboard and taller than the IO shield. You'll need a PicoPSU if the motherboard doesn't have its own DC input jack.

 

For something that takes a normal ATX power supply, Silverstone's SG13 is one of the smallest I've found.

The Jupiter X300 is built around the X300M STX board, its smaller than ITX and uses SODIMMs. 

 

Looked at the Skyreach 4 TINY? https://store.nfc-systems.com/products/skyreach-4-tiny 

 

For ITX alot of what you see in that form factor is going to be custom 3D Printed like this.

Not necessarily, I did a quick search and there are tons of options from companies like Intertech, Chieftech and the like. I do believe them to be a fairly euro-centric brand, but I know for a fact that there are a ton of cases like that on Aliexpress and the like

Looks pretty neat. I don't get the noctua fans though. Could just use the CPU cooler and just ventilation holes. 🙂

Guys, I like the ideas, but, I am not looking to custom 3d print. Similar to what you showed me and the Skyreach tiny. I want something under 3L, the smallest in the world. Please provide names or links.

Pushy, eh? No one suggested you 3D print anything.  Multiple suggestions were provided that you can right click and google to get links including communities that specialize in this type of thing. I did just that myself with the names @Bismut mentioned. This is a discussion forum, not Google.
