Pc making windy noise with no fans running

My pc has been making a very audible wind noise when idle even when absolutely no fans are on, not even the power supply.

Capacitors when broken make a high pitched noise 

The answer to PC cooling is aircon. RGB sucks. Have you tried turning it off and on again
