Are ARGB fans useable without an ARGB connector on motherboard?

Is there like any USB to ARGB/RGB, or even pcie, which you plug into your motherboard so that you basically have an argb/rgb header on your motherboard? Also will any argb/rgb fans have working rgb if I only connect the 4 pin pwm fan connector?

 

Also additionally, can I use these fans without plugging in the argb/rgb, and instead using the remote to change the color?
