The read only disaster

Hi there peoples i've got a very annoying problem. 
All my folders on my pc keep reverting to read only. I cant update steam games anymore etc etc. 
I think i've tried al the obvious solutions except 1 which is reinstalling windows. 
Im really baffled by this

Yes nearly all folders on both ssd's are read only and when i try to revert them it says its reverting it but when its finished its still read only

Are you checking files or folders? Windows ignores read-only attributes for folders. Unlike the Read-only attribute for a file, the Read-only attribute for a folder is typically ignored by Windows. As shown in the pic in post $2

 If you un-check the read-only checkbox for a folder, it just appears greyed out the next time you open the folder properties. Check the "Cause" section of this KB article: http://support.microsoft.com/kb/326549

Both files and folders are read only.

I also tried to change it via cmd but that didnt help either.
