Regional format/locale setting won't turn back

I should have changed the language in the Language menu instead of Region!

I switched the regional format of my Windows to Japanese to play some game.

But after I changed back to English, Windows and some apps (like Radeon Settings) are still in Japanese.

How do I turn Windows back to English?

 

Edit: Nevermind, I'm so stupid.

I should've changed the order of languages in Language menu instead of Region!
