I already have a 7970, but even if I sold all I could get is a GTX 780 which isn't much of an upgrade. There are 2 problems. I only have a Corsair CX 750W Bronze PSU so I am not sure if that can handle 2 OC 7970 5 fans and an OC 4670k. I also only have a single PCIE 16x slot. So I would be running in a 16x and 4x config. Would the setup work okay given these 2 bottlenecks?

It would work but I wouldn't recommend it unless you got the second 7970 for really cheap or really need the extra power. 

I'd suggest waiting for a better single gpu in the future if that's the case.

Get the 780

But the 780 only gives me like a 25 - 30 % performance increase, not really worth finding a seller (Never sold anything on ebay) and spending like 300 on top of that for 30 percent. I would rather just spend 350 and get 50-60 increase and in the games that don't support it just use one.

I know what motherboard you have....

As you can clearly see in the is picture it is wired for 8x

You are literally the first person who I have ever come across say that it will run in dual 8x. Everyone else says most motherboards would do that with the exception of mine.

I mean to wait for a gpu that isn't currently out yet if you can't find the 7970 for a better deal or don't necessarily need the extra power asap.

There is no reason saying that it shouldn't. It wouldn't be wired for it otherwise
