Wondering what would be the best updates to do to my pc

Budget (including currency): United State Dollar

Country: United States

Games, programs or workloads that it will be used for:  virtualization running multiple VMs, steam games mainly BG3

Other details: I am planning to save up for a couple of updates for my PC in the near future just wondering what would be the first 3 components that i could upgrade to provide me with the best upgrades that would make sense for my system. What should be my priority to upgrade?

Ryzen 5700X, 5900X, eventally 5800X3D.

More RAM. 32GB minimum.

Stronger GPU.

Thank you so much! would my PSU being at 650w be an issue with any of these upgrades? also would you prioritize adding ram up to 32gb over upgrading the stock cooler for and AIO?

3700x -> 5900x for 200-250$ used minus the resell price of the 3700x

if the stock cooler is a wraith prism/max that can be left alone but of its a shitty stealth/spire get a 20$ tower like the assassin spirit/king or burst assassin or a ~35$ dual tower like the peerless assassin 120/phantom spirit 120 and their variants

gpu wise depends on how much you wanna spend, 100-150$ gets you a 6600(xt) or 5700(xt) which is about on par if not better than a 1080ti, the 1660s you have is abit worse than a 1070 iirc since the 1660ti is supposed to match the 1070 albiet with less vram

psu can be ignored till you start trying to run 6800/3080 and up
