Low CPU clockspeed at low temps

My cpu (i5 11400) had temperature problems with the stock cooler and it caused it to throttle so I bought cooler master's hyper 212 spectrum v2.

With the stock cooler I used the software called heavyload to stress test it and after less than a minute the cpu reached 79 degrees and the clock speed 3.8 Ghz and it stayed like that.

With the new cooler after the same duration it reached 59 degrees but the clock speed was also 3.8 and it lowered even more to 3.3.

 

Specs:

i5 11400

B560M aorus pro motherboard

32GB ddr4 3200mhz ram

Rtx 3060 Gigabyte gaming oc

Antec atom 650W power supply

 

I am running the default bios setting at the moment. Are there options that need tweaking?

It could be power limited. Go to turbo power limits on the second screenshot and set p1 and p2 limit really high like 500 watts

Replacing the cooler wasn't needed. 79 degree in a stress test is perfectly normal.

I might be experienced, but I'm human and I do make mistakes. Expand for common PC building advice, a short bio and a list of my components and other tech. I edit my messages after sending them alot, please refresh before posting your reply. Please try to be clear and specific, you'll get a better answer. Please remember to mark solutions once you have the information you need.

 

Common build advice: 1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticably improve performance past 240mm.

Yes a CPU will only start throttling at around 90+C.
So that was not an issue from what we can see.

Also the cooler is only a marginal upgrade, the biggest benefit is the direction of airflow is a lot better for most cases.
But should surely be more then enough for that CPU.

Also note; rest of the case design matters (as in how fans and vents are setup and such), if there is no fresh air it will never be able to cool well. 😉
Should be common knowledge but not everyone know this.

Tried it and after a minute it went down to 3.9 Ghz and after another minute 3.5 at 55 and 51 degrees respectively

The stock was noisy anyways. But I was hoping that the new cooler would solve the clock speed issue.

Did you check on the VRM temps, by any chance? It could be that they are getting too hot, although that seems really unlikely with those heat sinks and the power draw of an 11400.
Also, does your CPU start consuming less power the longer you run the benchmark? That could be another hint at high VRM temps, at least from what I know.

Post screenshots of the main window, the FIVR and TPL windows. Also post a screenshot of the Limit Reasons window while your CPU is throttling. Intel CPUs can throttle for a variety of reasons. No point in guessing what is happening. The CPU keeps track of and can report the reason why it is throttling. Turn on the Log File option in ThrottleStop so it can record your CPU performance and throttling reasons while you are stress testing. Exit ThrottleStop when done testing so it can finalize the log file. This file will be in your ThrottleStop / Logs folder. 

 

Some B560 boards do not let you set the turbo power limits to the max in the BIOS when you have a non K series CPU. They might have an option in the BIOS for this purpose but it does not actually do anything. Voltage regulator throttling is also a possibility.

I don't know what happened but it is stable now.

I did a windows restart and it just stayed on a black screen for like 5 minutes and didn't post so I forced it to shutdown by holding the power button and then turned it back on. I did the stress test again using the same program and it stayed on 4.2 Ghz for the whole durarion.

If there's any more changes I will update.
