What's the total budget you have to play with for upgrading your system?

 

The 6650 XT is 15-20% faster than the 3060. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. My budget is somewhere between 250 and 300 euros (~$275-$330), of course if there is possibility to buy it cheaper i will take it.

I'm in Lithuania, but any retailers from Poland are an option for me too. And i have a family member in FL, so any big US retailer shouldn't be a problem also.

In the US you could get a Ryzen 5600 and an RX 6600 (non-XT) for about $320, which is the equivalent of ~$290 Euros.

 

Unfortunately PCpartpicker doesn't have Poland or Lithuania as options. 

 

The 6600 non-XT is 65-70% faster than your RX 580.

In Lithuania i have acces to amazon (but with gigantic shipping fees) and any us retailer that ship worldwide (memory.com etc.), also i can buy with package forwarding company (i think). In Lithuania biggest pc hardware retailers are skytech.lt and kilobaitas.lt . Btw, you are saying that it would be worth upgrading if i upgrade cpu as well, right?

The 2600 is definitely long in the tooth. I think the 5600 and the RX 6600 is a combo that will serve you in good stead for 1080p gaming for some time yet. 

 

Here's the same combo from one of your local retailers, comes in basically right at your budget limit. You can save on the parts themselves if you could get your relatives in the US to help but I don't know about the shipping fees.

Well, I didn't help as much as I might have because I am apparently innumerate, I misread a price and the combo above is over your budget by a little. I don't know if those local retailers have markdowns around Christmas time though?

Thats ok, i found similar combo for 334 euros, u still helped me a lot. One last question: will my biostar b450mhp mobo gonna handle it?

It will run, but make sure you've updated the BIOS before you install the new CPU. You need version B45NS505.BSS.
