Could try disabling the XMP/DOCP profile that selects 3200MHz and see if it'll POST on all 4 sticks at the base 2133MHz speed. Otherwise, there's something not functioning properly, either the motherboard or RAM sticks themselves.

You'll likely need to clear the CMOS and have the system boot with baseline JEDEC speeds. Then, you can try enabling XMP for the slower speed - so DDR4-3000 in this case. That should have a better chance of working, as RAM can generally downclock just fine, but overclocking it isn't guaranteed.

 

You may also need to manually put in the speed and timings of the slower modules to get them to run faster than a baseline speed.
