Most of the time, the system will default to use the iGPU and you have to make a change in the BIOS to force it to use the GPU's PCI-E slot. If you update the BIOS it will once again be defaulting to the iGPU instead.
It's an annoying problem I've ran into before and that's what it turned out to be.

You'll have to reset the BIOS to factory default (Not update the BIOS) by clearing it, you can do that by removing the little watch (CMOS) battery for about 5 minutes and then pop it back in. During this time also remove the GPU itself and just leave it out for now.
After you pop the battery back in try to start the system and see what happens.

If you do get a display, THEN you can go into the BIOS and set it to use the GPU's PCI-E slot, save and right when it goes to reboot (When the screen goes blank) kill power (Unplug it from the wall) to the system before it tries to POST, this way the system doesn't "Undo" the change you made in the BIOS due to it trying to detect things.
Pop the GPU back in, restore power to the system and then see if it works or not.
Maybe this will work, maybe not but won't hurt to try it. I recall the one I had being really "Unfriendly" about use of a GPU instead of the iGPU and it gave me fits about it all the while.
Only way I was able to solve it period was to use a non-iGPU chip and be done with it.
