Is it ok to use 24v dc for a laptop using 16v dc charging

No. 

So i got an old laptop (IBM ThinkPad X41) but it didn't come with the charger... So i want to check if it works, and i don't want to waste money on a charger right now, so i want to know if a 24v dc psu will work (cuz i got it at my disposal)!

I would say up to 20v would probably be fine ... maybe 85% chance it will be OK.  18v and under, almost 100% chance it will work.
