You can go to the bios and find "Smart Fan" then change the fan speed control to Manual and set your curve accordingly, if it's a constant speed just set a linear one at that. You can also use a software like Fan Control to do it in windows if you're just running tests, but for your final curve just use your bios instead: https://getfancontrol.com/

 

But why do you want a constant speed? That's not very intutive for general use. You should make a fan curve that works for you that both cools the chip and is also not too noisy at least on idle and low use.
