Identifying Odd LED LCD Artifacts

Does anyone know what you would call these and what it is caused by? To describe it, it looks like typical screen pressure bruises but hundreds of tiny ones spread across the screen. I've seen two LCD panels affected by this and curious about what causes it.

 

It's typically most visible on an off-axis viewing angle, and they mostly disappear when looking at it straight on, but are still apparent on bright white screens head on.
