how do i tell if a graphics card supports dual monitors? for example how many monitors does the gigabyte WINDFORCE OC GeForce RTX 4070 12 GB Videos Card support?

In general, the number of video out ports on the card tells you how many monitors it supports. Some older cards had ports that were linked where you could only use one or the other, but those were rare.

 

The 4070 Windforce OC supports up to 4 monitors.

I literally just bought the same GPU for my new build. The way you can tell is count how many ports are in the back of the GPU (where the HDMI/DisplayPort cables plug in). There's usually 4 ports (3 display, 1 HDMI). The number of ports on the back is how many displays you can use on it.

 

I'm still currently on my GTX 1060, it has 4 on the back, and I'm currently running 3 monitors on it.
