Is this green rust on the gpu core?

ive been looking around for some 2nd hand gpu and i found this gtx 1650 super ad on facebook.

i asked the seller if he hasn't go down on the core and repasted. tho its kinda weird that the gpu screws has no warranty sticker.

 with the photos he sent. i see some green stuff on the edge of the core. Im wondering, is that green rust or just green thermal paste?

No lol, that is most likely thermal paste/pads on the VRAMs.

It's not that weird as the no warranty stickers isn't enforceable, at least in North America, so some brands dont even bother with them.
