Intel with iGPU incase you need quicksync. NVIDIA for CUDA, most likely support in most video editing software. RAM that goes BRRRR. Motherboard that seems ok for price, VRMS seem ok as well as rest of spec at a glance. Should be ok airflow in case with cooler and PSU is serviceable for the budget.

 

Might want to spend more on storage but that optional, merely because video files are known to eat up a lot of storage so that 1TB can go quickly. Either this 10TB HDD fits your budget or more conveniently this 4TB SSD is within your budget to round off to $1k.
