Help! Somebody...Anybody...

Hello computer people,

I have been brought into this new PC world and in need of help. I built this PC a couple weeks ago with brand new components however, it will have one issue. When booted up every morning, the monitor, keyboard and mouse will not turn on (attached video). When this happens, I usually hold the power button until turn off, press the power button again, when AMI screen prompts I click FN1, Save & Quit, and from there it will take me to my computer login. I have checked all connections and everything looks fine. I also unplugged everything and plugged back in, I made sure GPU and Riser cable is seated properly, display port is connected to GPU, I have swapped the RAM to A2 and B2. At this point I am lost and unsure what the issue is if anyone can further assist. Thank you for your time

Go into BIOS and force PCIE into gen 3 mode.
