If the switch is all the way to the right, then you need to flip it all the way to the left. "Enabled" means that it will force the CPU to run at 800MHz, which you don't want.

Since you have a Z170 board, you also have the ability to overclock the CPU, which for a 6700K could be worthwhile depending on what games you play - it's pretty common to get a 4.6-4.8GHz all-core OC, which is a 15-20% improvement in all-core frequency.

I have reset in in BIOS, my taskmanager says that my CPU usage is maxed to 20%, the real usage is 5x more than what taskmanager says any idea how to fix that, I have re-installed Windows but it is still the same.

What does HWInfo64 show when running an all-core load like 7-Zip benchmark or Cinebench?

 

If you could give us a screenshot of the sensors window showing CPU info like this, while running an all-core workload, it would be helpful in seeing what might be going wrong:

I did the multi core test in Cinebench.

Anything wrong with the CPU which you can see?

The CPU was under load at around 99% usage.

Those results show that your CPU is being locked at 800MHz. It isn't an issue with temperatures - 42C is quite cool for a CPU. It isn't an issue with power limits - your power limits are totally maxed out at 4096W.

 

Looking around online, apparently there is a known issue with some MSI motherboards where a toggle switch becomes faulty. The boards apparently have a "slow mode" switch that locks the CPU down to 800MHz - this is likely to be there to give you something to reset to in the event of a bad overclock that prevents you from going into the BIOS.

 

I found the info in your board's manual. Step 1 is making sure that the switch is pushed all the way to the left, and that it isn't over to the right.

I have not moved that switch before it is on default.

OMG THANK YOU SO MUCH MY CPU IS NOW WAY FASTER AND TASKMANAGER WORKS!!!!

I need to check if my fps is better now.
