By default almost every program you install today is going to default it's install directory to either Program Files or Program Files x86.

On a program by program basis during the installation you can very much direct it to another drive that is not C:\. This is quite popular and common for people with large libraries of games and other large applications where their C:\ drive is too small.

I think you'd have to use a third party tool, if Windows is already installed:

Quote

Some users are searching for a way to change the local disk C to D, namely, moving OS from C drive to D drive so as to make D partition as the boot partition. For this purpose, you can apply the “Clone Partition” feature to clone C partition to D partition (note: this requires you to delete D partition to make it an unallocated space first of all).

(Windows) Disk manager does have an option if I right click C: "change driver letter and paths", but I'm not going to try this option on my own PC.

@Nightmare-Rex If I understand correctly you ara asking about changing default Program Files folder location? It is still possible but requires registry tweaking.
